Vincent Highley1LT Highley was born on 26 April 1973 in Jefferson, Iowa. LT Highley started his military service by enlisting in the Navy on 21 November 1993 and studied as an electrician until being assigned to the USS Independence CV-62 in Yokosuka, Japan on 01 August 1994. LT Highley completed his tour as a PO3 on 20 November 1997 to study at the University of Iowa. LT Highley completed a degree in Asian Languages and Literature graduating from the University of Iowa in the spring of 2000.

On 19 November 2001 LT Highley continued his military service and enlisted into the Officer Program for the US Army. LT Highley completed Army Basic Training in February 2002 and received his commission as a Second Lieutenant through the Army OCS program on 20 June 2002. Upon the completion of IOBC, Mortar Leader Coarse and Ranger School, LT Highley was sent to Korea to serve in the 1-506th IN BN on 03 June 2004. LT Highley served as the Platoon Leader of 4th Platoon, Destroyer Company and as the Platoon Leader of 3rd Platoon Charlie Company before his current assignment as the Charlie Company Executive Officer on 04 February 2005.

LT Highley's awards are the Ranger Tab, Combat Infantryman's Badge, Air Assault Badge, Airborne Badge, Navy Meritorious Unit Commendation, Navy Good Conduct Medal, National Defense Medal, Global War on Terrorism Medal, Korean Service Medal, Southeast Asia Service Medal, Army Service Ribbon, and three Sea Service Ribbons.
